Foreign-Related Legal Services Exchange Meeting of the All China Lawyers Association Held in Qingdao Liaoning Provincial Lawyers Association Shares Compliance Practices in Cross-Border E-Commerce

At the opening ceremony, Wang Qingyou, Vice President of the All China Lawyers Association, and other leaders delivered remarks. During the keynote session, several guests gave speeches on topics including legal empowerment amid global changes, legal services for outbound investment, compliance risks for foreign-related lawyers, and capacity building in commercial mediation. The meeting then featured roundtable discussions around three major themes: “Preventing Investment and Operational Risks under the Belt and Road Initiative,” “Frontiers of Cross-Border Investment and Compliance System Building through the Integration of Law and Business,” and “Optimization of Global Risk Control Systems and Dispute Resolution.”
Matthew G.S. Ren, Managing Partner of Liaoning Sun-land Law Firm and Director of the Industry Exchange and Foreign Affairs Committee of the Liaoning Provincial Lawyers Association, participated in the meeting as a roundtable guest. Drawing on the latest national regulations and Liaoning’s local policies, he shared Liaoning’s practical experience in cross-border e-commerce compliance. He provided an interpretation of People’s Republic of China Rules on Countering Foreign States’ Unlawful Extraterritorial Jurisdiction Measures (State Council Order No. 835), including provisions on prohibition orders and countermeasures, as well as the Regulations of the State Council on Outbound Investment (State Council Order No. 837), covering statutory requirements such as the definition of overseas investment, ODI approval and filing procedures, and cross-border data flows. He also introduced the implementation of the Liaoning Action Plan for Promoting the Accelerated Development of Cross-Border E-Commerce (2026–2028) and the Nine Policy Measures of Liaoning Province for Promoting the High-Quality Development of Cross-Border E-Commerce. On this basis, Matthew G.S. Ren proposed specific ideas on the “reconstruction of the value of foreign-related lawyers” and “front-loaded compliance,” providing participants with practical insights drawn from Liaoning’s experience.
During the meeting, Matthew G.S. Ren held in-depth discussions with Zhu Yifan, President of the European Chinese Lawyers Association, and Vice President Shang You on topics including China-Europe lawyer cooperation and legal services for cross-border e-commerce.
In addition, he communicated with the representative of a U.S. lawyer training institution regarding exchange and study programs for Chinese lawyers in the United States, and exchanged views with the head of the China-U.S. Legal Exchange Foundation on building a platform for exchange and cooperation between Chinese and U.S. lawyers.
This exchange meeting established a high-level platform for the coordinated development of foreign-related legal services across China. Through the meeting, the Liaoning Provincial Lawyers Association further strengthened communication and connections with lawyers associations from other provinces and municipalities, as well as with the foreign-related legal community, while broadening its professional perspective in the field of cross-border compliance. Taking this meeting as an opportunity, the Liaoning Provincial Lawyers Association will continue to deepen the development of its cross-border e-commerce compliance service system and the cultivation of foreign-related legal talent, promote the quality improvement and upgrading of Liaoning’s foreign-related legal services, support Liaoning enterprises in going global, and contribute the professional strength of Liaoning legal professionals to the global expansion of Liaoning businesses.
From June 27 to 28, the “Exchange Meeting on the Innovation and Development of Foreign-Related Legal Services,” hosted by the Foreign Affairs Committee and the Foreign-Related Legal Services Professional Committee of the All China Lawyers Association, was held in Qingdao. Senior foreign-related lawyers from across China, legal counsels from central state-owned enterprises, state-owned enterprises and large private enterprises, as well as professionals in foreign trade and cross-border finance, gathered to conduct in-depth discussions on key topics including cross-border compliance and risk prevention for overseas expansion, foreign-related civil and commercial dispute resolution, cross-border investment and financing, Chinese-foreign legal cooperation, and the cultivation of foreign-related legal talent.
The meeting aimed to accurately capture the development trends of foreign-related rule of law, exchange cutting-edge practical experience in cross-border legal services, build consensus across the national foreign-related legal services sector, and comprehensively promote the innovation, quality improvement, and upgrading of foreign-related legal services, thereby safeguarding enterprises’ cross-border operations and supporting the steady and sustainable advancement of China’s opening-up.
